Capisco che qualche plugin o estensione possa non essere compatibile ma che salti tutto joomla (backend), mi sembra un pò esagerato anche perchè è Joomla 3.9.28 che richiede proprio PHP 8
Risolto: Quand si sleziona PHP 8, bisogna abilitare anche Mysqli
